The "American Dream" will not suffice for everyone
According to experts, the United States is facing an emigrant crisis: about 250,000 people moved to the country from January to July. Immigrants from Central and Latin America are in the first place, followed by refugees from Africa and Cuba. And, finally, the "new wave" are the Afghans who have been cooperating with the American administration for the past 19 years.
Experts attribute the sharp increase in immigration flows to the policy of the new presidential administration. Joe Biden, in defiance of his predecessor, Donald Trump, canceled all the measures taken against illegal resettlement. For example, he closed the "Stay at home. Stay in Mexico” program, which prohibited migrants from entering the country until the decision of the emigration court. Now they can wait for the court's decision in the United States itself. At the same time, they will receive all the necessary social assistance for free: housing, medical care, education.
This state of affairs does not suit the authorities of Texas and Missouri first and foremost. They border with the countries of Central and Latin America, and the main burden of maintaining refugees falls on the shoulders of these two states. They have already filed a lawsuit against the federal government.
At the end of last week, a federal judge in Texas, Matthew Kaczmarek, made a decision and appealed to the administration of US President Joe Biden with a demand to return to Donald Trump's "Stay at Home (in Mexico)" program, the El Pais newspaper reports. The judge explained his decision by saying that it is Texas and Missouri that bear the burden of maintaining refugees, and this leads to an overload of infrastructure.
In addition, according to the judge, the program was canceled "with violations", and therefore it needs to be restored. In any case, it should work until the optimal way to solve the problem is found. The Biden administration has seven days to challenge the decision. If the decision is appealed, the process will continue in various instances up to the Supreme Court.
However, the State Department is already seriously concerned about the consequences of its own decision. In May, President Joe Biden urged refugees from Central American states "not to approach the borders of the United States." An exception was made only for minors. This has led to an increase in the number of migrant children who cross the border on their own and remain on American territory.
It should be noted that the main routes of refugees run through Mexico. Now several thousand migrants are stuck in Tapachula in the south of the country.
According to the US Border and Customs Service, 140,000 new refugees were detained in August, the rest of the people were already registered. Most of them are adult migrants trying to get to the United States alone.
Send the refugee away – let the refugee in
In June, Biden said that the United States had increased the quota for refugees: instead of 15,500 people, they are ready to accept 65,000 people. However, at the end of July, the doors were closed to Latin American refugees and refugees from other countries, but they were opened to refugees from Afghanistan.
After control of Afghanistan completely passed into the hands of the Taliban, they demanded that Washington withdraw its troops and all employees before September 11. They also set up patrols and blocked access to the Kabul airport for Afghans. Only foreigners are allowed to pass.
It is assumed that the number of Afghan refugees will be at least 100,000 people. This is much more than was previously stated. To date, all employees of the migration services are busy receiving refugees from Kabul, which so far there are 10,000 people.
However, the fate of the rest of the Afghans, whom the Americans were going to take out of the country, is now in serious doubt.
It is worth noting that the remaining three weeks are clearly not enough for those Afghans who worked for them to leave together with the military. This time is clearly not enough for them to be accepted in the United States either. Therefore, other countries have joined in solving the issue. Various European countries and republics of the former USSR, such as Kosovo, Albania, Montenegro, the Czech Republic, Belgium, France, Germany, Kazakhstan, Turkmenistan, Kyrgyzstan are ready to accept up to 30,000 refugees from Afghanistan.
Refugees in these countries will be located temporarily. Their maintenance will be paid by Washington. In August, Biden said that the state had allocated up to $600 million dollars for these needs. It is worth noting that the population of the countries where the refugees will arrive, unlike the authorities, did not take this news with much enthusiasm. Thus, on Belgian public sites, people are outraged by the decision to accept refugees, pointing to unresolved social problems in the country.
German President Walter Steinmeier, in light of the dramatic events in Kabul and the ongoing evacuation works of the German army, also decided to support the German military and Afghan refugees on social networks: "Our thoughts are with those who protect and rush to help them... Together with our allies, we must look for ways to help those who are now at risk of violence or death in Afghanistan, including women."
Subscribers immediately reacted to this post. A certain Judith Elmar asks to help her first - a victim of the German flood. "The citizens of our country also need help, do not forget about this," she writes. Another subscriber, Ralf Kreber, a farmer, reminded the president that before helping the Afghans, it would be nice to remember about their farmers who are suffering because of covid restrictions. Out of 850 messages, only 155 people supported the initiative of the head of the country.
On Tuesday, August 17, the Office of the United Nations High Commissioner for Refugees (UNHCR) called on countries not to expel Afghan citizens who are on their territory to their homeland, including those who were previously denied asylum by the authorities. This was stated at a briefing in Geneva by the official representative of the ministry, Shabia Mantoo.
While the issue of Afghan refugees is being resolved, the situation on the border with Central America remains very tense. Up to 50,000 refugees from Latin America, Africa and other countries gathered there again. They are ready to cross the border at any moment.
